Consumer Directed Option Kentucky's Independence Plus Program is part of the National Cash & Counseling Demonstration Program which allows Medicaid members who require waiver services to purchase those services differently. The program is a joint effort between the Department of Medicaid Services, the Department for Mental Retardation, and the Division of Aging Services. What is Kentucky's Independence Plus Program/Consumer Directed Option (CDO) CDO allows you, the Medicaid waiver member, to make choices in how some of your Medicaid services are provided. CDO gives you the power of choosing who will provide services, how services will be provided, when services will be provided, and where services will be provided. CDO does NOT take away any current services and is Not an increase or expansion of current services. Who is Eligible All Mediciad members that receive services through the * Home and Community Based Waiver (HCB) for persons that are elderly or have physical disabilities. *Supports for Community Living (SCL) Waiver for persons with mental retardation/developmental disabilities; and *Acquired Brain Injury (ABI) Waiver for persons with acquired brain injury. Who can Participate Individuals meeting the eligibility and financial requirements for the HCB, SCL, and ABI waivers can participate Medicaid and waiver eligibility criteria will remain as they are now. You must also be able to understand how to manage your own care or have someone willing to act as your personal representative and assist you with your budget and direction of your services. Waiver Services That Can Be Consumer Directed * HCB: respite, personal care, homemaking, and attendant care * SCL: respite, community living supports, and community habilitation * ABI: respite, companion care, and personal care Who Can Provide CDO Services You and/or your representative may recruit, hire, and supervise your own staff to provide services as approved in your plan of care. Staff may include family members, friends, relatives, neighbors, or others recruited by you, such as provider agencies. What Happens If You No Longer Want to Consumer Direct You return to traditional services with no break in service delivery.
